Set a primary org-unit assignment by subscriber email

Resolves the email to a directory person (created when missing, source=manual) via the same deterministic bridge the CSV import uses, then assigns the primary org unit effective now as a MANUAL assignment. Serves the unassigned-subscribers flow, where a person may not exist yet.
