Get the PR Health settings for a team; effective values, with defaults applied when never configured: the aging/rotting inactivity thresholds, the cutoff date (the team's own date, null when it has none), defaultCountsSince (six months before today UTC, where counts start without a team date), defaultCutoffDate (the organization's first coding-assistant day, where dollar estimates start without a team date; cutoffDateIsDefault is true while that default applies), the excluded repositories, the custom automation patterns beside the built-in ones, and the assisted-only default. Every PR Health read applies these.
