Get Bulk Budget Progress for Multiple AI Anomalies

Retrieve budget progress tracking for multiple CUMULATIVE_USAGE anomalies in a single request. Returns per-item success or error results, preserving input order. Supports up to 50 anomaly IDs. Duplicate IDs are allowed and produce corresponding duplicate results.
