Get budget portfolio with spend you already read

Same as get_budget_portfolio, but takes the spend of some budgets in the body, read over the windows get_budget_spend_windows returned for the same 'now'. Percent used, risk and pacing are computed here from that spend. A budget missing from the body, or one that does not accept supplied spend, is computed as usual. Isotope uses this to serve the Guardrails list from the ClickHouse copy.
