Every excluded repository is then added even past the cap or with no open pull request left (openPrs 0), so an exclusion can always be undone. excluded is computed case-insensitively against the team's excludedRepos; drive checkboxes from it, not from comparing spellings. repoName is the spelling the pull-request rows carry.
