Total cost, requests and tokens per department for the period. Each call counts in the department its person was in when it was made, so moving someone never changes past figures. Spend with no department at the time is the group "No department assigned" (departmentId "unassigned"). Groups carry departmentId and parentDepartmentId for nesting: hashids as team-medians takes, not the numeric ids of GET /v2/api/departments. Metrics: the department's own cost, requests and tokens, which sum across groups to cost-by-user-aggregated, and the same three WITH_SUBDEPARTMENTS, which add every sub-department. Calls that name no person are in neither. departmentSetup.status NO_DEPARTMENTS, NO_ASSIGNMENTS or DATA_NOT_LOADED means no groups, never $0; departmentSetup.message says why, setupUrl where to set up.
