Lists every person in your directory with the ID of their current department (null when they have none), under an email the CSV import matches back to that person. Build each department_path from the department list, and importing the file unchanged changes nothing, unless a department name contains '/', which a department_path cannot express. People no email maps back to are not listed, only counted: a full-list import of the file (removeMissing=true) ends the department of those counted in unresolvedWithDepartment, except a department the directory sync set, which it leaves alone.
